A few youtube videos for reference on just what specifically each of Chariot's earned back, whip-related skills entails.
FOR MORE REFERENCE, Chariot/Dino handles a bullwhip, I'd estimate somewhere around 10' to 12' long. The ones in the first two videos are 6' long, so Chariot's got almost double the range, but capability of doing the same cracks/maintaining the same speed thanks to Reborn logic.
Basic Whip Handling: Offensive
Mostly this skill covers whip cracking, which is what most people think of when they think of whip handling, I believe :|a
Different Whip Cracks, to see the differences between the different ways to crack a whip.
A more freestyle whip handling, this is pretty much a look at how Chariot's capable of fighting right now with his whip.
A look at the level of accuracy capable with this whip; he's actually using a 10' whip for this one so you can see an example of how long Chariot's whip is. The only thing in this video he can't do is the grab, since there's a certain trick to that he hasn't remembered how to do yet.
